浅析市级医院基本建设超投资原因及对策

Analysis of over investment and solutions in state hospital projects

长期以来,医院基本建设中超投资现象相对比较普遍。我们通过对“十五”卫生基本建设部分建设项目的总结、汇总、分析,发现其中超投资最主要原因是编制设计概算的误差、漏项和工程实施过程中变更、扩大建设规模、提高装饰标准。本文从研究和实践角度,提出制定合理的建设标准、加强代建制管理力度、推行限额设计和强化对财务监督单位的监督和控制等策略,多方位控制项目的超投资。

There are relatively common phenomenon of super investment in the hospital Infrastructure for a long time. We found that the main reasons of super investment are design deviation and deficit, changes in the construct process, expand construction project and enhance decoration criteria, after summary, aggregation and analyze to hospital infrastructure projects in lOth five. Based on the research and practice, the author suggest to make reasonable infrastructure criteria, enhance commercial surveillance, limit on the design, implementation of financial supervision and strengthen the supervision and control strategy to control of the super investment in the multidirection.
