非经营性政府投资建设项目的代建制管理尚处于起步和试行阶段,本文通过对上海两个不同医院项目实施代建制模式的研究,总结了两种代建制模式的特点,并通过实践经验的总结提出进一步规范代建制管理和提高代建制管理水平亟需解决的若干问题。
