The new decision making hospitals face under the medical insurance system reform

医疗保险制度改革对医院既是机遇，也是挑战，作为医疗保险制度改革的支撑系统——医院，要适应卫生系统宏观经济环境的改变。为此：①扩大服务范围；②调整经营方式；③内强素质与外树形象；④合理配置设备。在此基础上，改革不合理的经营补偿机制，增加医院自主分配权，鼓励技术竞争，提高医务人员待遇和管理水平，从而使医院在新的环境中获得新的发展。

The medical insurance system reform is not only an opportunity but also a challenge to hospitals. The hospital as a support system of the reform, must fit in with the macroeconomic change of the environment and take steps to: ①expand the range of their service;②adjust their ways of operation; ③improve their service quality and social image; and ④properly provide themselves with sufficient medical equipment. In addition, unfair systems of their service compensation must be changed to increase their financial independence. Technical competitions must be encouraged and the medical personnel's pay and the administrative level raised so that hospitals may renew their vitality in the new environment.
