摘要
城市基础设施建设项目在空间、时间以及规模上都具有与其他项目不同的特殊属性,即项目形成公益设施投资大且具有不可移动性、项目资金回收期长而具有沉淀性、项目规模化具有相对收益高和风险大的特征,这些特征在项目立项、项目实施以及项目收尾上带来了与其他项目不同的问题,财务控制体系的科学与完善是城市基础设施建设项目整体管理中非常重要的关键环节。
City foundation establishment project has special features on space, time and scale, i.e. large sum of investments, immoveable, long term, high profit and high risk. These features bring special problems. Scientific financial control is the key point in management.
