资金一直是旧城改造的瓶颈,资金问题严重困扰着旧城改造。基金作为目前一种先进的融资方式,本文将基金的思想引入旧城改造,提出成立"旧城改造基金",并就旧城改造基金的运作机制、监管机制以及旧城改造基金的现实意义进行了详细的探讨,期望旧城改造基金可以有效缓解旧城改造的资金压力。
