Five Phases of Nuclear Power Plant Construction and the Nuclear Safety Licensing System

核电厂与常规火电厂在建设程序上是有差别的,其中差别之一是国家对核电厂实行核安全许可制度,在核电厂建设的全过程中,核安全监管的强力部门有五次介入,这是我国核安全监管的基点。本文根据《中华人民共和国民用核设施安全监督管理条例》(国务院1996年发布,以下简称条例)和《条例实施细则之一:核电厂安全许可证件的申请和颁发》的主要内容,对核电厂建设全过程中有关核安全许可制度的许可事项、需提交的文件、审评重点、审评依据进行简要的叙述。
