Govememnt function is providing public goods and service for society,but our theoretical sphere always lack of proof about a basic question that why government function is providing public goods and service for society and why government function is only providing public goods and service for society.Explaining about this basic question is of importance to putting our govern- ment function transformation into more depth ,deepening the reform of public administration system ,and construction of service-model government.
