高薪不能解决廉政建设问题,高薪养廉与社会主义的要求不相符,中国现阶段的经济实力、公务员队伍基数和现行行政体制也不适合推行该制度。根治腐败的关键在于健全法制,加强制度和文化建设。

Paying high salary to officials can＇t solve the problems arising from the construction of maintaining honesty in governmental operation. Keeping highly honest government officials by offering high pay to them is not in accordance with the requirements of socialism. China＇s current economic strength, the scale of public servants and the existing administrative structures aren＇t suitable for carrying out the above-mentioned system. The key to rooting out corruption lies in the perfection of legal system and the strengthening of cultural construction.
