The Significance of Correct Understanding the Patterns of Police Affairs Guided by Information and Its Influence

现代警察制度建立以来,先后出现了三种不同的警务模式:专业化的警务模式、社区警务模式和情报信息主导警务模式。三种不同警务模式的产生都因应了特定的时代需求。当前正在兴起的情报信息主导警务模式是信息时代利用新的技术手段对传统的专业化警务模式实现改造之后形成的一种新警务模式。这种警务模式努力回归警察预防和打击犯罪这个传统目标定位。这种目标定位对警察部门内部关系、个人晋职、警察组织形态都产生了影响。

Since the modern system of police affaires was established, three patterns have successively appeared： specialized pattern of police affaires, pattern of community police affairs and pattern of police affairs guided by information. These three patterns came into being on different social background, and the pattern of police affairs guided by information is a newly developing one , which appeared when the traditional specialized pattern of police affairs was transformed by means of new technical methods in the information age. This new pattern of police affairs tries to return to the traditional target orientation of policing prevention and crime attack, which has great influence on the interior relations of police departments, personally promotion, and the shape of police organizations.
