转轨的最终目的是实现经济的持续健康发展。在转轨目的的实现过程中,所有制改革是基础,市场机制的建立是保障,所有制改革和合理的国民经济总体所有制结构直接决定了经济发展中的生产性激励。"北京共识"提出,对于转轨国家而言,不仅要解决体制问题,更要解决发展问题,转轨中的路径选择对两个问题的解决至关重要,各国应该结合自己的国情,走适合自己的发展道路。对于转轨实践模式研究的突破,必须以转轨经济学理论范式的创新为前提。

The basic purpose of transition is to realize the constitutional and healthy development of economy. During the process, the ownership reform is a foundation, and the construction of market system is guarantee. The reasonable ownership system results in incentives to produce. The Beijing Consensus beheves that the transition countries need to resolve the institution problem, and it is more important to resolve the development problem. The choice of transition ways is very important on resolving the two problems. All the transition countries should develop in their own ways, because they have different beginning condition. If we want to have a progression on studying on model of practice of transition, we must innovate on theoretical paradigm of transition firstly.
