摘要
近年来我国房产业存在诸多问题,分析构成这些问题的原因,尤其分析房价上涨这一突出问题及成因,是制定房产政策的关键。从房地产价值构成因素、市场供求关系和市场虚假因素三大方面分析房价问题和成因是国家宏观调控的前提。近年来政府对房地产业进行了一系列政策调控,政策有得有失。制定房地产政策首先要有明确的政策目标,然后对政策制定和执行进行合理性与有效性分析。应辩证看待房价上涨问题,房价上涨有其合理因素,对非理性涨价的政策调控一定要从问题的成因出发制定合理的公共政策,并且更应关注政策的有效执行,这样才能实现政策调控的目标,实现房地产市场的良性循环,达到市场形成房价的合理机制。
In recent years, there were so many problems in the real estate industry in China. The masons of these problems, especially the rising of the price, axe the key to the making of real estate policy. The precondition of the macro - control of the state is the analysis of the three major problems, that is, the factors consist in the real estate value, the relation between provision and demand in the market and false factors in the market. In recent years, the state has made a series of policies to control the industry, which are effective sometimes. The making of policy should have a clear goal, then the reaonability and validity of the policy should be analyzed. We should have a dialectical attitude to the rising of house price. Public policy should be made to control the unreasonable rising of the price, which can bring a healthy real estate market.
