辽宁省小城镇建设与发展问题的思考

Issues about Small Township Development in Liaoning Province

小城镇建设是关系中国现代化建设的重大战略问题。立足辽宁,着眼全国,建设与发展小城镇的重要意义是统筹城乡经济社会发展的有效途径,是建设社会主义新农村的重要举措,是在中国特色城镇化道路的重要内容,是缓解大中城市人口压力的客观需求,作者分析了小城镇的发展历程和目前存在的突出问题,提出了促进小城镇建设与发展的主要对策:一是编制科学的小城镇建设与发展规划;二是创新小城镇建设与发展的体制机制;三是构筑小城镇的产业支撑体系;四是营造有利于小城镇发展的外部环境;五是重点建设包括县城在内的100个中心镇。

Township development is an effective way of planning the social economic development of citiescountries as a whole, an important method of new socialism countryside construction, a valuable content of making townships with Chinese character, and an external demand of relaxing the pressures on large and medium cities. Since the reform, China＇s small township development has experienced low speed and high speed extension, and now is going on the road of stressing on the qualities and contents. But, in Liaoning province, the small township development is still small in scope, slow in plan, lack of industrial support and short of construction fund. Many effective methods are needed including scientific development plan, development system innovation, industrial supporting system construction, favorite external environment establishment and townships and central town＇s construction.
