坚守红线 拓展用地空间 为黑龙江经济又好又快发展服务

Opening up Large Areas of Wasteland and Turning Them into Farmland for Promoting Economic Development of Heilongjiang Rapidly and Well

黑龙江省土地资源丰富,耕地能实现占补平衡,从表象看耕地保护压力不大,但着眼于全国18亿亩耕地"红线"的大局,形势依然十分严峻。黑龙江省耕地保护还存在着地方政府责任意识差,土地利用总体规划不均衡,地方配套措施与国家政策不同步,基础工作不到位等问题。耕地保护是资源管理工作的重要任务,要以科学发展观为统领做好黑龙江省的耕地保护工作,努力做好土地整理工作,开发未利用土地,破解"哈大齐"工业走廊发展的土地资源"瓶颈",盘活存量土地资源,建立耕地保护长效机制。

From the surficial phenomenon,Heilongjiang province is rich in land resources and the farmland can maintain the balance between occupation and compensation;however,with an eye to the 1.8billion mu(a unit of area = 0.0667hectares) farmland of the whole country,the situation is still serious.The paper points out the problems that concerns the farmland protection in Heilopngjiang province.The main problems of focus include: the local government has no enough sense of responsibility,the overall planning of land use is disproportion,the local supporting measures is out of sync with state policies,and the basic work is not in place.And given this situation,the paper offers some methods required for improving: protecting the farmland of Heilongjiang province according to the scientific outlook on development,making great efforts on land consolidation and rehabilitation,exploiting unused land,liquidizing remnant land resources,establishing long-term mechanism of farmland protection.
