信息化改变了社会经济政治结构,创造了全新的政府治理环境。在信息化和经济全球化的大潮中,电子政府被许多国家作为完善现代政府管理,提升政府竞争力的重要变革措施。在世界各国政府信息化进程中,韩国政府走在了前列。韩国电子政府快速发展的关键,是从一开始就与行政改革紧密结合起来。研究韩国电子政府的发展模式,有助于深入探索如何使电子政府的发展更加合理化,对促进中国行政改革与电子政府的发展具有一定的实践价值。

Information technology has changed the socio-economic and political structures, created the new governance environment. In the upsurge of economic globalization and informatiormlization, E-Government is looked as important reform measures in elevating the competitive, improving the management level of modern government in many countries. In the informationalization process around the world, South Korean government is in the forefront. The key factor that influenced the rapid development of South Korean E-Government is combination with administrative reform from the beginning. Study in South Korean E-Government development mode, is beneficial to explore deeply how to rationalize the development of E-Government. Furthermore,it has some practical value for China to promote the development of E-Government and administrative reform.
