“全面建设小康社会”是党的十六大提出的宏伟目标。这个宏伟目标的基本内涵包含了“建设和谐社会”的任务,但由于种种原因没能引起人们应有的重视。党的十六届六中全会在新形势下提出了构建社会主义和谐社会的重大战略任务,从而把这个任务提高到了重大战略的高度。构建社会主义和谐社会是全面建设小康社会的重要内容,又是其重要的思想指导和重要前提。当前,在全国认真学习和贯彻党的构建社会主义和谐社会理论的高潮中,进一步深入认识“全面建设小康社会”的科学内涵,搞清楚构建社会主义和谐社会与全面建设小康社会的关系,对于整体把握和贯彻党的全面建设小康社会的理论和纲领、整体把握和贯彻党的构建社会主义和谐社会的理论、推进中国特色的社会主义现代化建设事业具有重要的意义。

Building a Well-off Society in an All-Round Way is the great goal proposed in this new century at the 16th National Congress of Communist Party of China （16th NCCPC）. The basic connotation of this idea also involves the task of “constructing a socialist harmonious society”, but due to certain reasons it is not given enough attention yet. The Sixth Plenum of the 16th Central Committee of the CPC puts forward the strategic task of constructing a socialist harmonious society, and lifts it to a higher level of importance. Constructing a socialist harmonious society is an important part of Building a Well-off Society in an All-Round Way,which also functions as guidance and precondition. Recently in the national trend of studying and carrying out this theory and strategic task, it is of great importance for accelerating the construction of the socialist modernization with Chinese characteristics to further understand the scientific connotation of Building a Well-off Society in an All-Round Way, and to have a better understanding about the relationship between the ideas of “constructing a socialist harmonious society” and Building a Well-off Society in an All- Round Way as well as grasping the theory and strategic task of constructing a socialist harmonious society.
