There is much cost we should take for sport development, including two types of cost, so we ought to debase the unneces- sary cost. The unnecessary cost has its historical reasons. We should forecast the price and adjust the stratagem in time; make sure the undertaker of price is undertaker of benefit; university mode should be the pattern of the sport development, the sport development should fit the market economy condition.
