Problems and Solutions of Rural Migrant Workers :Ningbo Case

基于对进城务工现象成因、进城务工人员社会作用、生存现状和面临的主要问题的基本认识,文章提出在保护进城务工人员合法权益和改善生存状况方面,建立健全法制是前提,加强和完善制度安排是核心,改革现行户籍制度是关键,加强政府监管和监察是根本,从而实现城镇与农村、农民与居民共同发展的"双赢"目标。

Based on the simple analysis on the reasons for phenomenon of rural migrant workers , and basic understanding of social roles and living situation as well as main problems of rural migrant workers, the authors thinks that in order to protect the rural migrant workers＇ ligal rights and interests effectively, perfection of legal system is the premise , arrangement of the institutions is the core , reform of household registration system is the key and govermental supervision is the fundamental measures. By taking above solutions, the goals that countrysides and cities as well as rural migrant workers and residents develop commonly Will be achieved.
