基本农田质量保护机制探讨

Research on the Mechanism of the Basic Farmland Quality Preservation

分析了我国基本农田产权制度的现状;指出了合法有效的产权制度可以促使农户不断对基本农田实施保护性的投资;认为构建我国基本农田质量保护机制的重点在于产权制度创新,要明晰基本农田产权,积极探索基本农田租赁制度,建立基本农田质量保护的利益激励机制。

Legal and effective property right system can urge farmers to increase investment to basic farmland. In this article the current situation of rural collective land property right system was analyzed. The emphases of mechanism of basic farmland quality preservation lay in the innovation of land property right system.State government should make the property rights of basic farmland clear.At the same time State government should build basic farmland lease system and the mechanism of basic farmland quality preservation on revenue.
