西北地区创新体系构建的理论思考与对策研究

Pondering over the Construction of the Innovation System for the Northwest in China

地区创新体系是决定一个地区知识创新和技术创新能力的组织体系,它对地区的创新能力产生重要的影响。目前,西北地区创新体系存在着如下问题:第一,总体技术水平偏低,市场化、社会化程度不高;第二,原始创新不足,开发区定位不准确,特色不突出;第三,高新技术产业规模小,产业集聚不够;第四,自然地理环境及投资环境差,外商投资少;第五,人力资源素质差,自主创新水平不高。因此,西北地区创新体系构建应采用非平衡增长战略;加快高新技术的创新扩散,培育重点产业;加强产业聚集;推动创新体系发展,走新型循环经济发展之路。

The innovation system is an organizational system which deciding the knowledge techological innovation ability in a country or district, and creating an important infulence on the innovation ability. But there are some problems in the innovation system of the Northwest in China. For example, the low technologies, the small industry scale, the erroneous orientation of the market, the bad investment environment, the low quality of the human resources, etc. So the innovation system of the Northwest in China should be taken the unbalance growth strategy, cultivate priority industry, reinforce the gatherivg industry and the development of the innovation system, lead to the new circulating economy.
