This paper discusses the design and implementation of using Delphi language and SQL technology to develop universities and colleges＇ secrecy management system. The functions of system include national projects management, personnel management and carrier management. The system is used by national scientific research management sectors in all kinds of universities. It can apply so as to improve the work efficiency through the automation of management.
