Performance Evaluation on Local Government Financial Investment in Science and Technology Based on Grey Relational Analysis:A Case from Shanghai

利用灰色关联方法,构建了地方政府层面的财政科技投入绩效评价的原理、体系、方法.以上海市政府科技投入绩效评价工作的实际工作为例,介绍了开展关联评价的关键操作步骤,提供了部分结论,为开展类似工作的地区政府提供有关理论支撑和操作指南,文中数据均来自上海市近年真实数据,可供决策部门直接参考.

It uses the method of grey relational analysis to construct a frame of performance evaluation of local government financial investment in science and technology （S＆T） , including principle, system and method. It also gives an example from Shang-hai, introduces the key process of relational evaluation and provides partial conclusions. The results can be used as theoretical sustainment and operation guideline for local government to plan on carrying through the homologous task. In addition, the data in this article are real figures from Shang-hai in recent years, which can be referred to directly by decision-making section at first hand.
