人力资源是三峡库区经济社会全面、协调、可持续发展最为关键的战略资源。文章系统地分析了三峡库区人力资源的现状,从自然、政治、经济、社会、文化方面阐述了库区整体环境对人力资源的影响,并指出库区人力资源开发的必要性、可行性与战略目标任务的选择。

The human resources are the most pivotal strategic resource of comprehensive, coordinated and sustainable development of economy and society in Three Gorges reservoir area. This article systematically analyzes the human resources present situation in Three Gorges reservoir area, elaborates the influence on the human resource by reservoir area＇ s overall environment from the nature, politics, economy, society and culture aspects, and points out the necessity, feasible and the strategic choice of the reservoir area＇ s human resources development.
