近十年来内蒙古的经济增长速度在全国位居前列,但失业压力没有得到相应缓解。其主要原因为投资拉动型的基础设施建设虽然快速做大了GDP,但其提供的就业岗位却很有限;第三产业发展还不够快等。因此,为实现经济发展与扩大就业良性循环,我们应采取转变宏观调控思路,变经济增长型为就业扩大型;减少政府直接投资等措施。

In last 10 years the economic growth rate of Mongolia is situated the front row in nation - wide position, but unemployment pressure has not obtained correspondingly alleviation. In this kind of condition, this article has analyzed its main reason： the investment drawing infrastructure construction although fast made big GDP, but its offered employment post is very limited. The development of tertiary industry is still not enough rapid. Professional quality and worker＇s skill are relatively lower, has affected the employment smooth realization. Proposed in this foundation realizes the economical development and the expanded employment positive cycle countermeasure suggested： Transforms the macroeconomic regulation and control mentality, changes the economical growth for the employment expansion; Reduce government direct investment, and handle the relation between the labor - intensive industry and the capital - intensive industry ; Develops the tertiary industry vigorously ; Strengthens the human resources development and the training work, improves worker＇s comprehensive quality.
