总结了我国中小城镇的特点,分析了中小城镇水资源开发利用中存在的水资源短缺、水污染严重、用水水平低、水浪费严重及水资源管理效率低等问题,探讨了适宜中小城镇的节水型社会建设的对策与措施。

Taking the middle and small towns as objects,the characteristics and the main matters in water resources exploitation and utilization,such as the lack of water,serious water pollution,low level,waste,management with low efficiency and so on were analyzed.And the feasible measures were put forward.
