我国银行监管的制度变迁研究

A Study on Bank Regulation Evolution in China

控制性银行监管制度是我国经济快速增长和转型的伴生物,但是,它侵蚀了银行业自身的稳定和效率。目前,银行监管能否顺利实现从控制性监管制度向审慎监管制度的变迁已成为维护金融稳定和公众利益、提高监管有效性的关键环节。本文结合我国国情,从政府利益的角度,探讨了改革开放以来我国银行监管制度变迁的历史逻辑、动态趋向以及构建和强化审慎银行监管制度的制约因素和推动因素。

The controlling bank regulation system is the concomitant of rapid growth and transition China＇s economy, while corroding banking stability and efficiency. At present, whether bank regulati could change step by step from controlling regulation to prudent regulation system is crucial for maint ning financial stability, protecting public interest and improving the effectiveness of bank regulation. Taking account of China＇s special conditions, this paper explores the historical logic and dynamic trend of our bank regulation evolution, and the restriction and positive factors of constructing and strengthening prudent bank regulation system.
