摘要 采用B/S与C/S系统混合式结构,应用巡检通道电视图像静止检测技术、监测和调度指挥合二为一的系统平台技术等多种广播电视监测核心先进技术,设计实现广播电视安全播出监测调度指挥系统。该系统硬件包括28个监测站点,一个数据处理中心和一个预警信息发布平台;软件系统由广播监测数据采集记录、广播数据处理回放、电视监测数据采集记录、电视数据处理回放、预警信息发布和手机用户6个子系统和46个功能模块组成。系统将监测网与调度指挥网合二为一整合成一个平台,在国内率先建立能把监测信息与调度指挥系统自动链接,将异态信息和预警信息自动发布的多功能监测调度指挥系统。 Dispatch control system for monitoring radio &TV safe broadcast is designed and realized by applying mixed style structure in B/S and the C/S system, together with many kinds of core advanced technology for monitering radio and TV, such as detection technology for patroling stationary TV images on channels, system platform technology of combining monitor with the dispatch control and so on. The hardwares for this system include 28 monitoring stations, a data processing center and an early warning information publishing platform. The softwares for this system consists of 6 sub-systems such as broadcasting data collection record, broadcasting data processing playback, television monitoring data collection record ,television data processing playback,early warning information publishing and mobilephone subscribers as well as 46 function modules. The system, by integrating the monitoring network and the dispatch control network into a platform, will be in the lead in China to establish monitoring dispatch control system that is capable of automatically linking monitoring information to dispatch control system, and automatically publishing the anomaly information as well as early warning information.
