援外工作既是一项严肃的政治任务,也是一项复杂的经济技术工作。援外项目的承担和建设既要服从国家利益和外交工作的需要,又要尊重经济规律,因此,必须从项目施工设计和实施计划、项目管理目标、项目经理的基本素质、各部门协调配合以及加强管理入手,以保证援外项目的成功实施,最大限度地发挥援助效益。

Foreign aid is both a serious political work and a complicated economic technology. Since the project is supposed to meet the national benefit, diplomatic significance and follow the economic rules,it is required to reach the most desired benefit. To make a successful foreign aid project should consider the plan and implement, the managing goal, the basic quality of the manager and the cooperation of different departments.
