理性选择与越轨行为——地方政府挪用财政支农资金现象分析

Rational Choice and Deviance Behavior——An Analysis on Local Governments' Illegal Operation Financial Funds Phenomena

某利益方,围绕某个农业项目,以合理的名义向上级追加支农资金,堵住下级的配套基金,截流上级划拨资金到本级,其核心和本质是把其他利益方的资金转移到本级政府使用,是理性选择,也是越轨行为。文章运用经济学和社会学的理论分析了产生这一结果的逻辑过程,在此基础上提出相关建议。

For a long time, the central government has paid high attention to Three Issues and enlarged financial supporting funds, but some local governments ＂eat agricultural projects＂, and acquire illegal benefits without considering peasants＇ benefits, which is a rational choice but deviance behavior. This article analyzes the logical course which causes the results by using the theories of economics and sociology, and brings forth the issues and policies.
