To develop education in ethnic regions is a systematic project, which calls for strengthening leadership, raising awareness, increasing investment, putting priority to basis, and highlighting characteristics. Reforms should be carried out in educational administration system, educational investment system, school running system, school interior management system, recruitment system and graduate employment system.
