浅议和谐社会中警察权益的保障机制

Discussion on Ensurance Mechanism of Police's Right and Interest in Harmonious Society

构建社会主义和谐社会,公安机关警察权力的运行必须符合"严格、公正、文明"的要求。而当前不同程度存在着警察权力被滥用、权力指向异化、公民对警察行为投诉权过分张扬以及民警正常执法活动保障机制缺失等现象。欲从根本上解决问题,必须加强有关警察权力的立法工作,建立科学的公民投诉处理机制以及执法维权保障机制。

In socialist harmonious society, application of police＇s power in public security organization is necessarily in accordance with the requirement of strictness, fairness and politeness. However, there exists, with different degrees, abuse of police＇s power, directional alienation of power, citizen＇s excessively stinking right of appeal to policemen^s behavior and lack of ensurance mechanism of police＇s normal law execution. If problems need solving fundamentally, it is necessary to enhance legislation on relevant police ＂s power, establish scientific mechanism of citizen＇s appeal and treatment and ensurance mechanism of law enforcement and power maintenance.
