中关村国际孵化园内企业成长的政策环境分析

Analysis of the Political Environment for the Growth of Enterprises in Beijing Zhongguancun International Incubator

本文首先对北京市高新技术企业政策环境,特别是北京留学人员高新技术企业成长的政策环境进行了梳理。在对北京中关村国际孵化园内留学人员创办的高新技术企业进行问卷调查的基础上,就现行财税政策、贸易政策、金融支持政策、知识产权保护环境、人才政策以及政府服务质量、区位环境建设等对园区内企业成长的影响进行了分析。进而,就优化园区内企业成长环境提出了四点建议,即加强金融体制改革,促进投融资体系的完善;规范市场体系建设,维护公平合理的市场竞争秩序;为人才合理流动和利用创造良好的政策环境;在完善知识产权保护体系的基础上,进一步提高技术利用率。

This paper first hackled the political environment of Beijing High Technology Enterprises, especially established by overseas personnel, based on a survey of these enterprises in Beijing Zhongguancun International Incubator. Secondly, this paper analyzed the related political environment which has a substantial influence on these inside enterprises, such as fiscal and tax policies. trade policies, financial supporting policies, protective policies of intellectual property, talent policies quality of government service, and environment construction of scientific and technological park. Thirdly. we have four suggestions of optimizing enterprises growth environment. They are, strengthening financial system reform, improving investment and financing system, normalizing market system construction, maintaining fair and effective market competition order, creating a good political environment for talent flow and utilization and further improving utilizing efficiency of technology on the basis of improving intellectual property protection system.
