Since the late Qing Dynasty, the Mongolians in Inner Mongolia put forward the idea of reforming Tibetan Buddhism. During the period of the Republic of China, both the monks and the secular feudal lords and the intellectuals gained a deep insight about the negative effects of Tibetan Buddhism. By the restriction and reform of Tibetan Buddhism, the Mongolians changed the former awkward situation of lamas' reading Tibetan Buddhist Scriptures in the Tibetan language but without the knowledge about the Mongolian language and the ability to read Mongolian books. In the meantime, in areas where the Yellow Sect (a sect of Lamaism) was influential, through government' s restriction and reform in the form of local laws and regularities, the number of lamas was effectively controlled and thus stepped up the decline of Tibetan Buddhism in Inner Mongolia.
