关注民生:构建“和谐青岛”应着力解决的几个突出问题——对青岛市的抽样调研实证分析

Several Outstanding Problems to Be Solved in Building "Harmonious Qingdao"——A Sample Research and Analysis Based in Qingdao

关注民生,解决广大民众最关心、最直接、最现实的生活问题,是构建和谐社会的关键所在。对青岛市的调研分析发现,民众对市委市府构建"和谐青岛"的积极态度是比较赞同的。但对目前居民收入差距过大问题反映强烈,对社会保障问题、诚信问题和环境问题满意度较低,对教育、医疗、住房等公共服务中的问题不满,对解决就业问题的心理预期悲观,对社会安全问题担忧。解决上述突出问题的总体思路是,在加快经济和社会事业发展的前提下,运用经济、法律、行政和政策手段,扩大中等收入、提高低收入、限制高收入,强化对收入分配的调控;推进住房、医疗、教育改革,努力探索适合各地实际的路子;创新就业思路,卓有成效地缓解就业矛盾;统筹社会保障,探索有地方特色的社会保障体系;推进"平安青岛"建设,创造稳定的社会环境。

To pay attention to people＇s livelihood and solve their most direct and realistic problems in life are the key to building a harmonious society. Research findings in Qingdao City reveal that the public show great approval for Qingdao Municipal Governments＇ attitude towards building a harmonious Qingdao. However, their worries and dissatisfaction mostly come from the gaping gap in income and problems in such fields as social security, credibility, environment, education, medical care, housing and employment. The proposed methods in solving these problems are, besides accelerating economic development and social undertakings, economic, to adopt medical, legal, administrative and policy-related means to expand the mid-level income while raising low income and limiting high income; strengthen the regulation of income distribution; push forward reforms in housing, medicare and education; find new channels of employment to ease job-related contradictions; plan social security as a whole and explore a system with local characteristics; promote the building of a ＂peaceful society＂ and bring about a stable social environment.
