西方发达国家公共服务改革市场化模式分析

Analysis on the Market-Based Mode of Public Service Reform in West Developed Countries

在新公共管理运动中,西方发达国家以新自由主义为指导,运用内部市场、合同出租、公私合作、使用者付费制度、凭单制度等市场化方式推进公共服务改革,既产生了降低成本、提高服务质量等正面效应,同时也带来了责任弱化等问题。发展中国家在公共服务改革过程中要借鉴西方市场化模式,必须充分地认识和评估这种模式带来的风险,采取有效措施,积极防范市场化模式改革带来的诸多弊端。

The West developed countries, guided by new liberalism, pushed on public service reform by making use of the domestic market, contracting out, public and private partnership, payment by users, and vouchers programs. It produced both good results of reduced cost and bad results of weakened responsibility. If the developing countries use the experience of the West developed countries for reference, they have to recognize and appraise the risks and take effective measures to prevent disadvantages as a result of the marketbased reform.
