论行政规划的程序控制

Procedural Control of Administrative Planning

论述了行政规划在现代行政活动中的作用,指出我国行政法学界对行政规划的关注不够,对其理论研究也十分薄弱,法治化程度很低。提出对行政规划程序要进行编制、确定、实施、变更和废止几方面的控制,使之在法治的轨道上正常运行。

The function of administrative planning in the modern administrative activities is described. It is pointed out that, the concern of the administrative law circles of our country about administrative planning are not enough, its theoretical research is very weak too, and the level of nomocracy is very low. It is that the procedure of administrative planning should be controlled on the aspects of organization, confirming, implementing, modification and abrogating, to make it run normally on the basis of nomoeracy.
