处在世界多极化、经济全球化和科技迅猛发展大环境中的现代中国,应当积极推进宪法转型,对提高经济、政治与科技文化竞争力,深化人权保护,进一步作出原则规定,完善传统私法、公法,在更好地保护公民人身权、财产权和政治权利的同时,弘扬经济法、社会法等现代法,全面系统地确认和保护公民的劳动能力权,最大限度地保障"全体人民各尽所能、各得其所而又和谐相处"的合法权益,促进社会和谐,建设中国特色的社会主义。

In the environment of the multi - polafization of the world and the economical globalization of modem China, we must positively advance constitution reformation, make some principles about enhancing the competitive ability of economy, politics, the technical culture and deepening the protection of human fights, perfect traditional civil law and public law. While we protect the citizen＇s personal fights, the property fights and political fights better, we should develop economic law and social law in modem law, systematically confirm citizen＇s fight of ability to work and promote harmonious society.
