作者是国家文化创新的重要主体,要发展国家文化就必须保护作者的利益。而投稿是作者将自己的作品公之于众的一种重要途径,在当前我国用稿市场稿件供求比例严重失调的情况下,作者在投稿过程中的利益往往很难得到有效的保护,从而不利于调动作者的创作积极性,因此必须采取有效措施切实保护投稿过程中作者的利益。

Authors are important subjects of eountry＇s cultural renewal. We must protect author＇s benefit if we are going to develop country＇s cuhure. However, contribution is an important via for authors to make their works known to public. At present, the supply and demand proportion of our eountryg market of adopting works is serious imbalance, on /his condition , author＇s benefit in the course of contribution cant be given full protection, it is disadvantageous to improve author＇s creative enthusiasm . So we must take the effective measures to protect author＇s benefit during contribution.
