摘要
服务型政府的构建已成为当前中国政府改革的重要举措。服务型政府是以为公民服务为宗旨并承担着服务责任的政府,服务型政府模式成功的关键在于建立现代公务员制度,培养积极主动和精明能干的公务员队伍。中国公务员法的颁布实施意味着中国在公务员制度建设上取得了阶段性成果,但距离建设服务型政府的要求还存在不小的差距。为了更好地促进中国服务型政府变革,必须重构公务员制度,建设以职业化体系为核心的公务员制度。
The construction of service-oriented government has already become an important move in the current Chinese government reform. The service-oriented government is aimed at serving citizens and undertakes the responsibility for service. The key to success of the model of the service-oriented government lies in the establishment of a modern civil servant system, which trains initiative and competent officials. Chinese "Civil Servant Law" implemented recently means that China has achieved stage success in the construction of the civil servant system, but there is still a great gap between it and the requirements for the construction of service-oriented government. In order to promote the reform of Chinese service-oriented government, the Chinese civil servant system must be reconstructed, centered on the professionalized system.
