贵州农村劳动力转移的人力资本障碍及对策分析

摘要 劳动力素质差,使得贵州农村劳动力的就业竞争力弱,择业范围窄,限制了劳动报酬的增加,成为制约贵州农村富余劳动力转移的一个重要因素。加大政府投入,创新职业教育模式,加强对农村劳动力转移培训工作,努力提高人力资本素质,特别是农村新增劳动力的素质,是实现农民转变为产业工人、现代市民的关键。 Peasant labor in Guizhou province is of poor quality, not competitive in labor market. Their choice of employment and wage are limited accordingly. These hinder the flowing of these surplus labors to other province. The paper points out that the provincial government should increase investment to renovate vocational education pattern, pour more energy on the training of peasant workers and try to improve their quality, especially the newly increased labor force's quality. These are the key to transfer them from peasants to industrial workers and decent citizen of modern society.
