针对改革开放初期中国的国情和改革中出现的问题,邓小平提出了"让一部分人、一部分地区先富起来"和"避免两极分化,实现共同富裕"的战略构想。目前我们应该按照邓小平同志提出的办法和当前的社会问题制定政策法规,加强制度建设,保障社会公平正义,提高低收入者收入水平,扩大中等收入者比重,实现共同富裕。
