摘要
综合运用系统学、运输工程学、管理学理论和方法,从长江航运安全现状入手,进行了长江航道预警应急指挥系统的需求分析,提出了长江航道预警应急指挥系统的总体设计框架和处理流程,为建立长江航运预警管理机制提供指导意见。
In term of the safety management situation of Changjiang river shipping, the requirement analysis is carried out for the comprehensive early warning and emergency command system in the Changjiang waterway. The authors also put forth a overall framework and procedure for the early warning and emergency command system in the Changjiang waterway.
