一个建设项目,投资决策阶段对工程造价影响最高;设计阶段处理技术与经济的关键环节,是控制工程造价的重点环节;施工阶段是提高建设质量,控制工程造价,发挥投资效益,形成建筑物实体的阶段.这些阶段是前者控制后者,后者补充前者的相互作用的关系.

This paper analyzes that the invest decision influences the cost of building most in a building project. The design and the key economic link is the important link to control the cost of building while construction is the period of controlling the cost of building, giving play to benefit and forming the building entity. Among these periods, the former control the latter, and the latter replenish the former.
