摘要
农村社会保障体系的建设与发展,既离不开足够的资金投入,更离不开有效率的制度框架设计。目前,农村社会保障制度建设的实践尚无一套完整的理论体系予以指导,使黑龙江省农村社会保障制度建设带有一定的盲目性。针对农村社会保障体系的具体内容为农村养老保障、农村医疗保障和最低生活保障制度提出对策和建议。
The construction of rural insurance system relies mainly on both sufficient financial support and efficient system designing. However, in this case there are less systematic guidances, as many lead to certain blind practice in the due course of construction. The paper clarifies several key tasks and the minimum life insurance system.
