走向科学的社会政策时代——改革开放以来我国的社会政策理念分析

Towards the Era of Scientific Social Policy——Analysis of the idea in our national social policy since the reform and opening-up policy

科学的社会政策就是合乎其本质和功能的社会政策。20世纪八九十年代,我们仅从经济发展角度看待社会政策,这时的社会政策理念是片面的、非科学的。社会主义和谐社会的目标提出以来,尤其是十六届六中全会以来,党中央突出社会建设和社会政策的独特地位和价值,在社会政策的对象、目标、模式、地位等方面,形成了比较全面、科学的认识。我国当前的社会政策,虽然不都是科学合理的,但已在科学的理念指导下,正在走向科学的社会政策时代。

A scientific social policy is the policy in accordance to the nature and function of the society. During the 1980s and 1990s, because of which has been simply inspected from the angle of economy development,the concept of the social policy was non-scientific and single-faceted in the period. Since the proposition of the aim of establishing a socialist harmonious society, especially, the Sixth Plenum of the 16th CPC Central Committee, Central Committee of the Party has formed a comparatively all-round and scientific cognition in such respects of social policy as the object, aim, mode and position, stressed on unique position and value of social construction and social policy. Although the current social policy of our country is still not perfectly scientific and rational, it is moving towards scientific and perfect in the guidance of scientific idea.
