执政文化是贯穿执政系统和执政过程中的一套赋予意义和秩序的观念、原则、态度、情感、评价等心理倾向和价值取向①。它是执政党对其执政理念、方略、制度和方式进行社会化而形成的一种政治行为导向。新加坡人民行动党在长期执政中培育了独特的执政文化，即民主社会主义为主导的执政思想文化，集体主义与个人主义相融合的执政价值观，威权与民主相结合的执政制度文化，成为执政体系的构建与运行，民众政治行为的理性支持和精神支撑。

A special ruling culture comes into being in the long term ruling process by the people＇s party of singapore,it mainly contains：the culture of ruling ideology centered on democratic socialism,the ruling values about integration of individualism and collectivism,the culture of ruling system about the authoritarian and democratic combination. The whole ruling culture become rational and spiritual support of ruling system＇s construction and operation.
