摘要
公共部门人力资源除了具有政治性和道德品质高于人力资源的平均水平外,还具有价值性、稀缺性。为了提高政府的效率和服务水平,公共部门应该树立正确的人才观、拓宽人才获取的途径、开发人力资源的特殊技能、有效实施人力资源系统化管理、健全绩效评估的政策等,充分挖掘公共部门人力资源的潜质,为政府获取优秀的工作人员。
The political nature and the moral character of human resources in public department must be higher than other human resources" average level, but also have the value and scarcity. In order to enhance the government's efficiency and service level, the public department should set up the correct talented person to observe and develop human resources" special skills, effectively implement human resources systematization management, perfect achievements appraisal measures and so on, and fully excavate the potentialities of human resources in public department to gain the outstanding staff for the government.
