Based on Deming Circulatory Theory, the article expounds the main points of the Theory in teaching quality monitoring system and how to construct teaching quality monitoring system and its mode according to the four steps of Deming Circulatory Theory ＂Plan-Do-Check-Action＂ （PDCA）. It also points out that in the administration of teaching quality, teachers＇ predominant status must be upheld, monotonous imitation of the way of enterprise management avoided and the teaching quality monitoring framework suited to the actual conditions of the school established.
