在我国建立医疗责任保险的备选模式

Multiple selection mode of medical responsibility insurance in China

论述了在我国建立医疗责任保险的三种备选模式,即建立政府、医疗机构、医务人员三方共同出资的社会医疗责任保险基金——政府既出钱,又给政策的模式;在现有商业性医疗责任保险基础上加强政府管理职能——政府不出钱,只给政策的模式;医疗风险互助金模式。同时建议发展商业性医疗责任保险作为上述模式的补充。

Three financing modes of medical responsibility insurance were compared. The first called social medical responsibility insurance mode which fund shared by government, medical institute and individual. The second mode called commercial medical responsibility insurance which fund financed by individual completely but regulated by government. The 3rd called medical risk mutual fund mode. Commercial medical responsibility insurance could be developed as supplement insurance.
