During the " 9th 5-Year Plan" Period which is crucial to China’s ATC development, we should regard it as the basic mission and target that to promote the infrastructure construction, complete the ATC system and guarantee the flight safety. Thus, I made the following proposals to furtherly complete the widely allowed ATC Construction Plan of the "9th 5-Year Plan" Period determined by ATC Bureau of CAAC.
