摘要
20世纪末,西方国家政府市场化民营化改革的浪潮尽管取得了一定效果,但是一些原来被忽视的问题随之出现。乔治.弗雷德里克森指出问题的所在是公共行政的基本价值的偏离:政府在追求效率而不是社会公平;公务员缺乏公民精神。对以弗氏为代表的新公共行政的行政文化观理路进行剖析,有一定的实践和理论意义。
by the end of the 20th century,although marketing had got its achievements,some serious problems occured.H.George Frederickson has pointed out the crux of these problems: the deviating of the value of public administration: the governments are aiming at efficiency instead of social justice;public employees lack citizen cosciousness.this article mainly analyses Frederickson's culture idea of public administration,and discusses its enlightenment for our government policy reform.
